My bike is a 17 inch I really need a 18 or about another inch of toptube.Would there be any major difference in buying a Titec bent post instead of dropping the extra cash for a larger frame.

a funky way to compensate for a too small frame. It'll be easier to wheelie though! If that's something you want. It might put you too far back from the bb too, affecting your riding position in a not too positive way.

a longer stem. By changing the seatpost you can alter your knee/pedal relationship. By going with a longer stem you can keep that and effectivly lengthen the top tube. But you will have a higher chance of endoing, but it can be good in other situations.

I did this with a Race Face seatpost and it let me use a shorter stem, I like the position and for my bike/body fit it had no negatives. Then again I ride as much downhill as I can find, it wouldn't be as great if I was into climbing. You can also get a seat with longer rails, I think a zocchi Karve (really a Selle) has 9mm rails at least so that would buy you a bit. It does wheelie really easy, good for me, ymmv
