Does your camera have a close up feature (usually a button with a plant/flower)? Anyway, you should have (in this order starting from the bottom) the top cup of the headset (in the frame), bearings, bearing race, wedge, top of the headset. All of the spacers should go outside of the headset. Without a better picture, it's hard to say more. |

I'm wondering if the silver ring(6) is actually the fork crown race? Does the fork have a ring on it? Or does the silver ring have a bit of a ramp on it?
Something does not look right with the diagram you were given. You definetly don't want a spacer(7) below the bearing race(4).
I believe the order you want from bottom to top is: bearings, race(4), wedge (5), spacers (2,3,6?,7), stem, and top cap(1).

I guess it acts as a kind of washer and helps distribute forces evenly around the rubber seal. The spacers do the same thing though. |
