|  Like FRC was saying... | næstep Dec 27, 2003 11:40 AM | | ...people get so caught up in tightening the screw to increase spring tension on one side that they forget they can loosen the other side to achieve the same result.
Loosening is preferred, as long as there is sufficient spring tension for brake arm return. The result requires less force exerted at the lever, meaning a lessened likelyhood of cramped fingers and a better braking feel. Those tiny screws are also notorious for breaking or stripping and the decreased spring force will help that cause.
Also double check that both springs are mounted symmetrically in the three tiny holes adjecent to the brake posts (you'll have to either remove the brakes from the studs or try and peek underneath the chainstay to check this).
And also check that the pad spacers are set up identically on each pad. There is usually a fat 5mm spacer and a thin 2 or 3mm spacer in addition to the convex washers that allow you to position the pads in respect to the brake arms. If you need a visual, check out this installation instruction sheet from Avid, middle column bottom of the first page shows the washers.
One last thing to check is that your wheel is dished evenly, meaning your rim is centered relative to the frame. This is as simple to check as mounting the wheel in the reverse direction in the dropouts and checking if the brake pad offset remains the same (meaning it is centered), or if it has now shifted to the other side of the frame (indicating an off-center wheel)
And, like FRC mentioned, feel free to tweak a little on the return springs if everything else checks out.
