I am upgrading my Brakes/FD/RD and I am a little confused about the installation. I am no slouch mechanic I just have never had to work on bikes. I got the old parts off my bike and clean, so now I am ready to install. I dug up my old torque wrench to get things tightened properly should I grease the brake stanchions? How about the threads on the F/RD? Loctite? Anyway I have found countless sites about maintenance but none specifically dealing with installation. So any help would be appreciated.

Yes! A light coat.

Grease all threads lightly. Locktite is not needed unless a bolt/nut repeatedly unscrews and then it's usually because it was never tight in the first place.

For any help with assembly and adjustment go to the Park Tool site
