What is your budget? How tall are you? Do you want to use pegs, ride dirt, etc? Lots of ways to go. My personal favorite complete bike is one by Fit. Full cro-mo frame/fork/bars with good parts for under 300$ but ony comes in 20" top tube. If you are very tall this won't be long enough.

You might consider the Fit (as in F-it) complete. With $400 you would have money for some decent 3-pc cranks and a set of pegs. This setup would be plenty good to start out with and build on if you find you like it a lot. This would be a little lighter than most complete bikes in this price range too but as I mentioned, the 20" tt might make you a lttle cramped. $400 is a good amount to find a decent complete as there a more and more quality bikes turning up in this price range. You might take a look at some of the new Specialized or Mosh bikes too as these are really coming with lots of great parts and 3 pc cranks for the $. They come in 21" tt also. These bikes have gotten away from the gimmicky look that they had several years ago and are now much more traditional looking which is another reason I wouldn't hesitate to recommend them. Check albes.com to see a shot of the Fit bike and a local shop might carry the others so you could check them out in person.
