I need a new break set and I have to keep it under a $100. what would be better , a chepo disk set(hayes $89@supergo) or a high quality V- break set(Avid sd 7 $65@supergo) or maybe even a single avid mech. with my lously lx v break in the rear?
For heaven's sake, man!Spar†¡cus

No question about it! Always go the disc route if it's a name brand with good reviews.

Are you nuts? Go for the V brakes man! They work better in the wet after a few rides, require less maintenance that the discs and you don't have to get your front wheel all skewed from the offset like you would for a disc steup. Go for the V Brakes!

The disc brakes are the way to go, if you have a compatible wheelset already. The V-brakes would be a good option if you were on a budget, never biked in the wet or down long steep slopes, or wanted to save a few grams. You wouldn't really see a great improvement over your LX if you changed to the Avid V: the leverage is roughly the same so the 'stopping power' is dependant on the brake pads.

The Hayes and Avid mechanical discs are the the best of their type, and will out perform any V brake so if you can pick them up as cheap as you say then go for it.
