Isis splined bb's require a special puller. You can make a special puller by putting a penny over the spindle and then using a regular crank puller. Self-extracting bolts are the best way to go and save you needing another special tool.

my buddy bought the special tool for use with his lx splined cranks, i used it ande I could only get off the non-driveside crank. The driveside crank wont come off even with a cheater bar. whats up??

There is a difference between a crank puller and a splined crank puller. The splined crank puller has a bigger disc on the end. One will not work on the other. Try the penny trick. The BEST thing to do is go to your LBS and buy self-extacting crank bolts, they will work. Please do not make me say this again. Do not attempt to pry the crank arm off you risk damaging lots more expensive stuff.

....he used the crank puller for his friend's LX splined cranks.....it's the same tool you use on an ISIS bb.

As far as it getting stuck....I dunno. I've never had it happen, particularly not with the Park tool. I've had square taper BB's stick so hard that it was a bear to get off, but not the ISIS stuff, or the Shimano splined stuff.
