Is a patch weld on a bike stronger than the original metal?jackhoe

I'm looking into a bike w/ a crack at the seatstay/chainstay junction, not too noticeable. It's a 853 steel trials frame. Will a weld in that area hold up better than the original metal w/out the crack?

I'm not a metallurgist or an engineer, but my understanding of the matter is that the original structure is almost always stronger.

Welding on a patch could affect the structure of the surrounding metal and could also ruin any heat treating performed on it.
