There's a chain length gauge that is available that will tell you if the chain has stretched, or you can just use a ruler. There are so many links in a foot, I just don't remember how many that is!

Are you asking how to measure a stretched chain or how to measure the length of a new chain?

There is a couple of different ways but here is a common and easy one that I've used and it works. Wrap your new chain around your big ring in the front and your big cog in the rear (big front, big rear). 'Don't' pass your chain through your rear deraileur. Now find the point where one end overlaps and meets at the other end. At this point add two full links and this is how long it should be. Now remember that 1 link is an outside and inside pair. So 2 links are four little sections. Hope this helps.
