The front derailleur I'm using is a Shimano STX RC. I want to put on a NEW larger front crank set with a larger outer (big) ring. I was told that in order to go to a larger outer ring I would also have to put on a NEW front derailleur as well. Is that true? Are there different sized front derailleurs for different sized front crank sets? What is or would be, the biggest outer ring I could use with out having to add any other NEW components, for example a NEW front derailleur? What is the largest outer ring size I can use with my current Shimano STX RC front derailleur?

The Shimano line(s) and specs have changed. They used to spec the XT and lower F/D's at 44t(max) and lower. Now all the Deore (Deore/LX/XT/XTR) F/D's are rated up to 48t. The current 8-sp model line starts with Alivio. They currently spec the Alivio @ 42t and I think the Alivio and STX-RC are similar model lines (little help... anyone?).
So You might have to upgrade your F/D if you want the bigger rings. Again, hopefully others will contribute if I'm wrong.
