How much of an issue is a dent in a quality steel frame? We're talking something no bigger than a cable stop, and maybe 1/16th or 1/8th of an inch deep, on the top tube where the bar end would hit.

Is it an issue for long-term durability?

Dents are less of a problem than gouges (more common in Al).

Either one creates a stress riser. A stress riser is where the metal can't funtion as it was engineered. Stresses are focused at that point and therefrom a crack may develop. I can explain better if need be.

The good news is that your dent is in the middle of the tube where cracks are uncommon. Stresses on a bike accumalate at the tube ends. That's why internal butting works. So ride on. I have two Al frame bikes with mid-tube dents and don't fret one bit.
