the front wheel attached to my lefty fork will not spin freely even with the disc brakes off. I tried to torque the bolts to different levels, but it still only spins a bit . any suggestions?

Try taking the wheel off the fork and check inside the hub.
you should be able to feel the bearings move where it sits on the fork. If they are not moving , you need to have the hub serviced.(greased)

I had the same problem. I took a small 2X4 and held it to the outside of the hub, then tapped the board with a hammer. The idea is to seat the pressed in bearings. The outer race may be just a fraction off from the inner race, forcing a slight drag on the ball bearings.

That's been a year ago and it's still spinning free.
