Ok this may be a stupid question, but do 31.8mm bars taper down to 25.4mm at the ends? Or do I have to buy special grips, shifters, brake-levers, etc. I'm guessing they taper down to fit the standard sized schwag but I just wanted to check.

No, you have to get all new shifters, brake levers and grips, all the parts just mentioned in a 31.8mm size will set you back about $500- $1000. The price of getting a stiffer bar!

The 31.8mm bars taper down to 1"/ 25.4mm. All your parts will work with the new bar size.
