That's a Scalpel, right??

Are the seat stays made of plastic?? Are they light?? And stiff??

Yes it's plastic...injection molded carbon fiber reinforced plastic to be more exact:)

The weight is comparable to the stock aluminum version.

It's stiffer is certain areas but has more give in others. In comparison when I grab my rear wheel and move it laterally it's stiffer, yet when you ride the bike it feels as if the suspension now is softer and more compliant. Almost as if I'm getting extra travel.

Is there any issue with mud getting suck on those shelves when riding in wet areas?? Looks and sound like it rides sweet.

I haven't ridden it in the wet yet so I can't tell for 100%. However, I doubt it's going to be much of an issue considering the wheel direction rotates toward the closed top side of the stays. Whatever mud that gets thrown up would most likely end up there and not on the bottom side.

Anyway they are like dirt collectors...I would like to see if they are that light after some dirt builds up in there..Just joking!!
Is this available from Cannondale?
