I called a local guy who advertises custom frames, in order to have horizontal dropouts welded in. He tells me that due to liability reasons, he can't modify my frame. Nor does he know anyone who will do it. I even offered to sign a release, but no deal. Thanks again to our legal system, I am once again hindered in making my own choices.

Big Ring is correct. The guy is full of shyte. He is dead wrong on the liability issue. He can make it clear that his work relates only to the brazing of horiz drops, and not to the remainder of the frame or the fact that the frame originally was designed for a der hanger and gears.

He's just too ignorant and/or lazy to realize this. It would be quite simple to just do the brazing work. Seems this moron has an unhealthy and unrealistic fear of lawsuits.

I had guys at shop tell me that they had to quit building wheels because of liability concerns. This was after they were telling me what great wheel builders they were.

What a load of crap, I would have been surprised if they even knew how to tighten a spoke.

Unless things have changed in the last few months I don't think your frame guy is well informed. I had a frame altered last summer (before and after pics at my site) at R&E cycles in Seattle. I know Gene Spicer (spicer bikes in Indiana I think) has done more than a few too.
