There was a screw in the eyelet that pulled on the nut below the rim. This tensions the cable. Tension is the tricky part. Sugino had a torque setting, at a few inch pounds. Are you new(er) to the sport?
No real advantages to be had aside from rarity and cool factor. Back in the day weight and 'aerodynamics' were the touted advantages. The problem was that the wheel cost close to $500 (not including hub and hoop)
