If you don't mind building your own, the American Classic / WTB hubs seem to be pretty reasonable in weight and price (about $200 from www.aebike.com), 64 spokes are another $30 or so, then pick your favorite rims. With something like Mustangs should be able to get close to the target you are setting.
I would have ended up with the second route myself, except I got the relabeled Hügi's from Price-Point a few months back for $150. Couldn't argue that a bit. Just have to finish putting it all together now.
